he ASEAN Food, Agriculture and Forestry Sectoral Plan 2026–2030 (FAF-SP) is ASEAN’s five-year roadmap for
transforming the region’s food, agriculture, fisheries, aquaculture, livestock, and forestry sectors. It succeeds the 2016–2025 Strategic Plan and is aligned with the ASEAN Community Vision 2045 and the ASEAN Economic Community Strategic Plan 2026–2030. Its vision is for a sustainable, inclusive, resilient, and secure FAF sector that supports livelihoods, protects natural resources, strengthens climate resilience, promotes innovation, and sustains ASEAN’s role in regional and global markets (ASEAN 2025).
The Plan is organized around six strategic thrusts: (1) promoting sustainable and regenerative measures; (2) decarbonization and climate resilience in agriculture; (3) strengthening food security and nutrition; (4) promoting trade and market connectivity; (5) fostering public–private partnerships, agricultural cooperatives and digital innovation; and (6) strengthening sustainable forest management (ASEAN 2025).
The FAF-SP moves beyond increasing agricultural production by connecting productivity with nutrition, water security, climate action, biodiversity, digitalization, investment, trade standards, financial inclusion, and ecosystem management. It also identifies precision agriculture, artificial intelligence, sensors, drones, digital platforms, climate-resilient varieties, improved processing, and waste valorization as tools for transformation (ASEAN 2025).
This broader approach is particularly relevant to Southeast Asia’s changing food-security and nutrition landscape. SOFI 2026 reports that the region’s hunger rate fell to a record-low 5.1 percent in 2025, equivalent to about 35 million people, down from 5.9 percent at the height of the pandemic in 2020. Moderate or severe food insecurity also declined to 12.8 percent in 2025, meaning that about 14 million fewer people faced food insecurity than in 2020 (Torero 2026). However, access to a healthy diet remains a major challenge: a healthy diet cost an average of 5.19 purchasing power parity (PPP) dollars per person per day in Southeast Asia in 2025, the highest among Asia’s subregions, and about 325 million people, nearly half of the subregion’s population, could not afford one (Torero 2026). The contrast is significant: Southeast Asia has made substantial progress in reducing hunger, but the next policy challenge is making nutritious diets affordable and accessible.
For Southeast Asia, the implication is that food systems must become more nutritious, climate-resilient, and economically viable, not simply more productive. The success of the FAF-SP will depend on whether governments convert regional priorities into investments, regulations, incentives, data systems, and measurable outcomes (ASEAN 2025; FAO et al. 2026).

The FAF sector is strategically important because it simultaneously supports food security, livelihoods, employment, trade, natural-resource management, and economic growth. The FAF-SP situates these functions within ASEAN’s broader economic, environmental, and food-security agenda (ASEAN 2025).
Yet the operating environment has fundamentally changed. Southeast Asian agriculture is increasingly exposed to climate shocks, water stress, biodiversity loss, market volatility, changing consumer demand, technological disruption, and rising expectations for environmental sustainability.
The FAF-SP therefore represents an important policy shift in three ways.
Food security is treated as more than domestic production. The Plan links it with access, nutrition, food safety, trade, water, climate resilience, and emergency preparedness, alongside stronger information systems, early warning, R&D, finance, digitalization, and partnerships (ASEAN 2025).
The Plan recognizes that productivity gains will not ensure durable food security if climate and environmental risks remain unmanaged. It therefore promotes climate-resilient varieties, climate-smart agriculture, water and soil management, regenerative practices, and adaptation (ASEAN 2025).
Technology alone will not transform agriculture if producers cannot afford it or earn sufficient returns. The FAF-SP therefore emphasizes finance, insurance, cooperatives, partnerships, value-chain development, and market connectivity (ASEAN 2025).

The six strategic thrusts of the FAF-SP respond to a region whose food and natural-resource systems are economically important but increasingly exposed to climate, nutrition, market, technological, and environmental pressures. ASEAN’s agriculture, forestry, and fishing sectors contributed 9.6 percent of ASEAN GDP and supported 93 million jobs in 2023, underscoring why transformation of these sectors has implications well beyond rural development (ASEAN 2025). The table below brings together the Plan’s six thrusts with the latest available evidence and the principal policy implication for Southeast Asia.

FAO estimates global food loss at 13.3 percent in 2023. For Eastern and Southeastern Asia combined, the rate was 13.9 percent; FAO notes that the Southeast Asian component recorded a small decline. Globally, fruits and vegetables had the highest food-loss rate at 25.4 percent (FAO 2026a).
Productivity gains need to come from better soil, water, input, post-harvest, and resource management, not simply higher input use. Reducing losses can increase effective food supply while lowering pressure on land and resources.

Six Southeast Asian countries — Cambodia, Lao PDR, Malaysia, the Philippines, Thailand, and Viet Nam — have developed climate-smart agriculture investment plans representing a preliminary pipeline of about US$2.6 billion. FAO identifies droughts, floods, heatwaves, soil degradation, deforestation, and water stress as mounting risks (FAO 2026b).
Climate adaptation must move from projects to investment portfolios. The immediate policy challenge is to turn identified pipelines into bankable investments and improve access to climate finance for smallholders and agribusinesses.

SOFI 2026 estimates 292 million people in Asia experienced hunger in 2025 (6.0 percent of the population), while 20.3 percent of Asia’s population experienced moderate or severe food insecurity. In Southeast Asia, hunger fell to 5.1 percent, or about 35 million people, and moderate or severe food insecurity fell to 12.8 percent in 2025. At the same time, a healthy diet cost an average of 5.19 PPP dollars per person per day in Southeast Asia, and about 325 million people, nearly half of the subregion’s population, could not afford one (FAO et al. 2026; Torero 2026). Globally, 2.69 billion people, or 32.7 percent of the population, could not afford a healthy diet in 2025, while the global average cost reached 4.28 PPP dollars per person per day (FAO et al. 2026).
Food security policy should address affordability and diet quality alongside production. ASEAN needs stronger links among agriculture, nutrition, health, social protection, food prices, logistics, and supply-chain policies so that nutritious foods become more accessible.

FAOSTAT’s latest 2024 trade release shows that food commodities represented 86 percent of global trade in crop and livestock products, while Asia’s food and feed import dependence has increased over time. Research also finds that the agri-food trade channel can transmit global price and output shocks across ASEAN economies (FAO 2025; Raghavan, Khan, and Devadason 2024).
ASEAN’s large and interconnected food market is an asset for resilience, but it also creates exposure to external shocks. Harmonized standards, efficient logistics, traceability, and predictable regional trade are therefore essential to keep food moving during disruptions.

FAO’s 2025 regional digital agriculture forum brought together nearly 400 participants from more than 50 countries and highlighted AI, satellite data, mobile platforms, digital advisory services, fintech, traceability, and digital public infrastructure. It also stressed that adoption depends on farmer trust, local adaptation, return on investment, and supportive institutions (FAO 2025b).
ASEAN should shift from isolated technology pilots toward scalable digital ecosystems. The priority is not technology adoption by itself, but affordable, interoperable, farmer-centered services that improve productivity, risk management, market access, and access to finance.

FAO’s Global Forest Resources Assessment 2025 estimates 293.5 million hectares of forest in South and Southeast Asia in 2025. Forest area in the subregion declined from 296.0 million hectares in 2015 to 293.5 million hectares in 2025, equivalent to an average net loss of about 245,000 hectares per year. The assessment also reports 66.6 million hectares of primary forest in the subregion in 2025 (FAO 2025c).
Forest policy must be treated as part of food-system and climate policy. Protecting primary forests, watersheds, mangroves, and biodiversity is essential for agricultural resilience, carbon storage, water regulation, and rural livelihoods.
Taken together, these data suggest that ASEAN’s challenge is not a shortage of policy priorities but the need to connect them within a single transformation agenda. Sustainable production without market access will not improve farmer incomes; climate adaptation without finance will remain difficult to scale; food production without affordability will not guarantee healthy diets; digitalization without inclusion can widen productivity gaps; and agricultural expansion without forest and ecosystem safeguards can undermine the resource base on which food security depends. The FAF-SP is therefore best understood as a framework for moving from a production-centered agricultural model toward integrated, resilient, nutrition-sensitive, digitally enabled, and environmentally sustainable food systems (ASEAN 2025).
The food-security implications are especially important. SOFI 2026 shows that global hunger declined for a third consecutive year in 2025, but about 645 million people remained undernourished, while about 2.1 billion experienced moderate or severe food insecurity and 2.69 billion could not afford a healthy diet (FAO et al. 2026). Southeast Asia has made notable progress: hunger fell to 5.1 percent, or about 35 million people, in 2025, and moderate or severe food insecurity fell to 12.8 percent. Yet the region faces a different and increasingly important challenge: the affordability of nutritious food. A healthy diet cost 5.19 PPP dollars per person per day in Southeast Asia in 2025, and about 325 million people could not afford one (Torero 2026). This strengthens the case for policies that improve the supply, affordability, storage, processing, and distribution of fruits, vegetables, legumes, fish, and other nutrient-dense foods
The US$2.6 billion pipeline identified across six Southeast Asian countries is significant because it demonstrates that climate-smart agriculture can be translated into identifiable investment opportunities. However, FAO notes persistent barriers in accessing climate finance, managing investment risk, and coordinating governments, financial institutions, and development partners (FAO 2026b). The policy priority is consequently to develop bankable, scalable investment portfolios rather than treating climate-smart agriculture as a collection of stand-alone projects.
The FAF-SP’s emphasis on AI, precision agriculture, sensors, drones, digital platforms, traceability, and digital finance is timely. Evidence from the 2025 FAO digital agriculture forum shows that the main constraint is increasingly not the absence of technologies but the enabling environment for adoption—including trust, affordability, interoperability, skills, institutional support, and demonstrable returns for farmers (FAO 2025b). ASEAN should therefore prioritize farmer-centered digital public infrastructure, digital extension, interoperable agricultural data, and inclusive digital finance.
The forest data reinforce why the sixth thrust cannot be treated separately from agricultural development. South and Southeast Asia recorded a net decline in forest area between 2015 and 2025, even as the pace of loss has slowed substantially over the longer term (FAO 2025c). The policy implication is that agricultural, forestry, fisheries, water, climate, and biodiversity decisions need to be coordinated around shared landscapes and food-system outcomes rather than managed as separate sectoral agendas.

The first task is to convert the six regional thrusts into a limited set of nationally owned priorities with budgets, lead agencies, timelines, and indicators (ASEAN 2025).
National governments should map FAF-SP priorities against existing plans and identify the reforms, investments, and ASEAN-level actions needed to close gaps. The objective is a small number of measurable national commitments, rather than parallel activities.
SOFI 2026 reports that post-farmgate activities account for 70–75 percent of what consumers pay for food, with processing, logistics, and wholesale contributing up to 40 percent of total costs. The report also notes that nutrient-dense foods such as fruits, vegetables, and animal-source foods account for a large share of the cost of a healthy diet. ASEAN governments should therefore combine greater supply of nutrient-dense foods with investments in storage, cold chains, logistics, roads, processing efficiency, and trade facilitation (FAO et al. 2026). This supports a shift toward nutrition-sensitive food systems while maintaining staple-food resilience.
Adoption will remain limited if climate-resilient practices increase costs or risks for producers. Governments should combine technology, finance, insurance, extension, and market incentives, including concessional credit, risk-transfer instruments, climate-resilient seed systems, and results-based incentives (ASEAN 2025).
The FAF-SP identifies information, early warning, digitalization, and monitoring as priorities. ASEAN should strengthen interoperable systems covering:
The objective should be decision intelligence: timely evidence that allows governments to anticipate food shortages, climate shocks, price disruptions, and nutrition risks.
The FAF-SP emphasizes small-scale producers and farmer-friendly technologies. A practical regional test should be:
“If an innovation cannot be accessed, financed, understood, and profitably used by smallholders, it is not yet a scalable regional solution.”
Governments should prioritize scalable services such as low-cost mechanization, digital extension, climate-resilient varieties, cooperative-based services, shared machinery, digital finance, and collective marketing (ASEAN 2025).
The Plan recognizes increasingly interconnected regional markets. ASEAN should deepen cooperation on food-safety standards, certification, traceability, customs procedures, and trade facilitation while maintaining predictable trade during supply shocks (ASEAN 2025). This can reduce transaction costs and improve the movement of nutritious foods across the region.
The FAF-SP provides a basis for stronger coordination across agriculture, environment, climate, water, trade, health, finance, technology, fisheries, forestry, and rural development. Water security, sustainable fisheries, forest restoration, agroforestry, mangroves, peatlands, and nature-based solutions should therefore be treated as interconnected components of regional resilience (ASEAN 2025).

The FAF-SP is comprehensive, but its breadth creates an implementation risk: too many commitments can dilute resources and accountability.
The Plan contains six strategic thrusts, numerous action programs, and a wide range of proposed activities. Implementation is assigned to ASEAN Member States and relevant ASEAN Working Groups under SOM-AMAF, with annual reporting, monitoring and evaluation, and yearly priority-setting.
Three issues deserve particular attention.
ASEAN Member States differ substantially in institutional capacity, fiscal resources, digital infrastructure, agricultural structures, and exposure to climate risks. Regional implementation should allow differentiated pathways while maintaining common standards and shared outcomes (ASEAN 2025).
Digital tools, AI, precision agriculture, and climate technologies will not deliver transformation without reforms in finance, extension, regulations, data governance, market institutions, and human capital. The challenge is therefore not simply technology adoption, but institutional capacity to scale it.
The Plan’s monitoring framework should be progressively updated with more timely indicators for food insecurity, healthy-diet affordability, climate exposure, technology adoption, smallholder incomes, and environmental performance. SOFI 2026 reinforces the value of timely food-security and affordability data for policy design (FAO et al. 2026).

Its central contribution is to connect food security, nutrition, climate resilience, markets, digital innovation, finance, livelihoods, and ecosystem management within one regional agenda (ASEAN 2025).
The regional context makes this transformation urgent. SOFI 2026 shows that hunger declined in 2025, but 292 million people in Asia still experienced hunger, 20.3 percent of the region’s population experienced moderate or severe food insecurity, and 2.69 billion people globally could not afford a healthy diet (FAO et al. 2026). Southeast Asia therefore needs food systems that are productive, affordable, nutritious, climate-resilient, environmentally sustainable, and viable for farmers.
The decisive issue for 2026–2030 will be implementation. ASEAN governments now have the regional framework; the next step is to convert it into a limited set of funded national priorities, enabling regulations, producer incentives, interoperable data, regional cooperation, and measurable outcomes.
The central policy message is therefore:
ASEAN’s challenge for 2026–2030 is not to develop another vision for food, agriculture and forestry, but to make the existing vision work at scale — on farms, in communities, across markets, and within national policy and investment systems.
